Because there is no Starfleet support due to the colony's location in the Delta Quadrant.The original inhabitants of Destiny Colony were abducted and left on this planet. Others were transported by the Caretaker array, stumbled into wormholes, or possibly assimilated by the Borg and then liberated. The options for arrival at Destiny Colony are endless.
